Istanbul Regional Plan presenting the socioeconomic development trends, development potential, high priority intervention areas and sectoral goals of Istanbul Region, targets to maintain regional development and its sustainability and efficient and proper use of resources. Istanbul Regional Plan designates the interrelation between the nationally generated plans, policies and strategies and the locally executed activities so as to support socio-economic development. In that context, Istanbul Regional Plan serves an upper scale plan directing those strategic plans to be prepared by public institutions including local governments.
In the framework of the Reconstruction Act No. 3194, and further to the letter of the Ministry of Development, dated 15/11/2012 and numbered 6277, the 2014-2023 Istanbul Regional Plan has been prepared by the Istanbul Development Agency in collaboration with all the relevant stakeholders.2014-2023 Istanbul Regional Plan is approved by the Regional Development Higher Council dated 30/12/2014 and numbered 2014/1.

In the framework of the Reconstruction Act No. 3194, and further to the letter of the State Planning Organization (Ministry of Development), dated 02/07/2009 and numbered 2319, the 2010-2013 Istanbul Regional Plan has been prepared by the Istanbul Development Agency in collaboration with all the relevant stakeholders. 2010-2013 Istanbul Regional Plan is approved by the State Planning Organization dated 01/12/2010.

What is a Regional Plan?
Regional Plan targets to maintain regional development and its sustainability and efficient and proper use of resources. According to the Reconstruction Act No. 3194, “if considered necessary, the State Planning Organization practice or assign the regional plans, which are prepared for determining the socioeconomic development tendencies, resettlement development schemes, sectoral goals, activities and dispersion of infrastructure facilities. 2014-2023 Istanbul Regional Plan has been prepared by the Istanbul Development Agency in the framework of Reconstruction Act No. 3194, and further of the letter of the Ministry of Development, dated 15/11/2012 and numbered 6277. Also in the Law on the Establishment, Coordination and Tasks of Development Agencies numbered 5449 it is stated that it is necessary all development agencies to execute all activities in the framework of regional plans.
What is the scale of a Regional Plan?
Istanbul Regional Plan, which is prepared according to the principles and policies of National Development Plan and Regional Adaptation Development Strategy, is an upper scale plan directing the strategic plans prepared by public institutions including local governments. It defines the relation between the national plan and strategies and the local priorities.
